Letters Patent
On 13 March 2014, the former Governor-General requested the Honourable John Dyson Heydon AC QC to make inquiry into and report upon the governance arrangements of separate entities established by employee associations or their officers.
On 30 October 2014, the Governor-General amended the Letters Patent to include an additional term of reference, and to revise the reporting date from 31 December 2014 to 31 December 2015.
State Letters Patent
All States issued Letters Patent or their equivalent, Instruments of Appointment, to appoint the Honourable John Dyson Heydon AC QC to conduct the inquiry under their own laws.
The Commissioner was formally appointed under Queensland law on 24 March 2014, New South Wales law on 9 April 2014, Victorian law on 15 April 2014, Tasmanian law on 13 May 2014, South Australia law on 22 May 2014 and Western Australian law on 8 July 2014.
